The EURODAC Convention The EURODAC project was launched in 1991 with the aim to find additional computerised means for facilitating the implementation of the Dublin Convention. After eight years of negotiations, agreement on the contents of the draft Convention for the comparison of fingerprints of applicants for asylum (EURODAC) was reached end of 1998. The regulation provides for the collection of data relating to people apprehended in connection with the irregular crossing of an external border and the identification of their fingerprints. These negotiations demonstrated once more the existence of significant differences between the traditional transit countries of the South and the traditional asylum countries of the North in this cooperation. Fearing to be negatively affected by the planned Convention, the former tried to oppose the extension of the fingerprints system to include apart from asylum applicants also illegal immigrants. In its final version, this data base extends to applicants for asylum, people apprehended in connection with irregular crossing of an external border, and people found illegally present within the territory of a member state. A corresponding proposal for a Council Regulation was submitted by the European Commission in May 1999. An amended version of this proposal was formally adopted in by the JHA Council in November 2000.
